What is an adult residential facility?

An adult residential facility (ARF) is licensed by the State of California, Department of Social Services, Community Care Licensing Division, providing 24-hour care and supervision for developmentally disabled adults. Care and supervision includes activities such as assistance with bathing and grooming, assistance with medication and supervision of activities. Staff is always present in the home 24-hours a day, 7 days a week to supervise consumers. Admission to a facility is at the discretion of the operator and manager of each facility.

Home 2 U maintains ARFs for developmentally disabled adults providing activities which promote the holistic development of each consumer. From community service, to social interaction events, and fitness, all activities will. be positive and seek to increase their self-awareness and help them progress in mental health. Activities include: Reading and art time, Walks/Exercise, Writing, Music, games. Home 2 U is funded through a contract with the State Department of Developmental Services to provide, coordinate or purchase services for its consumers based on their Individual Program Plans and assessed needs. All vendored facilities must be licensed and routinely inspected by the State. Residents are required to adhere to house rules.

The consumers served by Home 2 U may be diagnosed with intellectual disability, cerebral palsy, seizure disorder, autism, an associated neurological condition, or a combination of the above disabilities. Consumers are between the ages of 18-59. Many consumers are very independent, while some consumers are dependent upon others for their care and well-being. Because of the varying needs of consumers, a number of different services are offered. All individuals will be involved in community activities, including day activity programs, recreation and leisure pursuits. Consumers are given assistance and monitoring in taking medication, scheduling medical appointments, transportation, and performing daily living skills, such as grooming and hygiene.

All facilities vendored will be four beds or less. Facilities must be located in the community where consumers are part of a neighborhood and close to necessary services such as medical care, day programs and public transportation. The facility must be clean, comfortable and in good repair. Periodic visits are conducted by licensing agency to ensure the minimum standards are being met or exceeded.

The supervising staff are called Direct Support Professionals (DSP). Specific training and testing is required prior to providing care and supervision to consumers in a licensed facility vendored with a regional center. Requirements include the following: current valid Driver’s License and acceptable driving record, satisfactory criminal background check, certification in First Aid, CPR, successful completion of two-year DSP training program. The multi-disciplinary, caring, and committed staff and program structure provides consumers with stability, group and individual activities, safety and support, while participating in a healing community that nourishes a sense of balance and meaning both in the world and in themselves.
